Make a qualifying investment as an individual entrepreneur (threshold around AMD 1,000,000, about $2,500) or as a participant in a company (threshold around AMD 2,000,000, about $5,200); the government's implementing decision defining exactly what counts (real estate, business capital, securities, or a tech/innovation contribution) has been announced but not yet published as of 26 September 2026 — officials have said it will appear before the 1 November 2026 start date.

From 1 November 2026 the investor gets permanent residence at once, as a 5-year card, which starts the 3-year citizenship clock. The status is lost if the investment falls below AMD 1 million and is not topped up within a month.
The law asks for 3 years of residing 'permanently ... as prescribed by law'. Some read this as needing permanent residence status for all 3 years, not just any residence permit. This file counts from the first permit.
