The hard part
Must physically spend 30 consecutive days a year in Belize and renew the card annually forever; QRP by itself is a dead end for citizenship unless the holder separately pursues the permanent-residence track.

Time away
Five years as a permanent resident, with no stay abroad longer than 30 days in a row or three months in total in any 12 months (work in Belize or medical reasons can excuse longer trips).
Two passports
Yes. You keep your U.S. citizenship.
  • Time on this program does not count toward permanent residence or citizenship; the family would need to switch to one that does.
  • The QRP holder is legally a non-resident, and the program's own conditions say its years do not count toward permanent residence. It needs only 30 consecutive days a year in Belize.
  • No language or civics test and no decision time appear on the Immigration Department's pages; two Belizean referees who have known you five years are required.
  • Dual citizenship is allowed: only Indian nationals must file a renunciation, because India requires it.
