Who qualifies

  • Applicants must be a freelancer, remote employee or business owner whose work can be performed remotely, and show a minimum average bank balance over the past 6 months of €1,500 for an individual or €2,700 for a family (about $1,650 / $3,000).

Time away
At least five years of legal residence in Cabo Verde; since the 2023 law, time spent there illegally does not count. The law sets no day count for absences.

  • Time on this program does not count toward permanent residence or citizenship; the family would need to switch to one that does.
  • A six-month visa renewable once, a year at most; it is a temporary visa, not a residence permit, so it does not start the five-year clock.
  • The 2023 Nationality Law asks no language test for ordinary naturalisation (only the separate investor route mentions Portuguese or Cape Verdean Creole); permanent residence does ask for the language.
  • The Aliens Law read is the 2014 text; it was amended in 2015, 2017 and 2018 (and later for CPLP mobility), and I did not check whether the five-year rule changed.
  • Dual citizenship: the 2023 law does not require renunciation and treats plural nationality as normal; no official guidance page says so outright.
  • No official decision-time figure found.
