Non-touristic residence by property or deposit (Decree 977/2023)

A renewable non-touristic residence permit (1, 3, or 5 years depending on the sum) covering the investor, spouse and children, with the right to live, bank and access public and private healthcare and education in Egypt.

What it takes.

Investment
About $50,000.
Time
6–10 weeks once the property purchase or deposit is complete and GAFI security clearance is granted.
Cost
The investment itself ($50,000–200,000) plus government fees and legal costs of roughly $2,000–5,000.
The hard part
Getting the property properly registered with a Green Contract, and passing the security clearance GAFI requires before issuing the permit.

Time away
Ten consecutive years of habitual, legal residence in Egypt immediately before applying. The grant is a discretionary decision of the Interior Minister.
Two passports
Yes. You keep your U.S. citizenship.
  • One, three or five years depending on the sum ($50,000, $100,000, $200,000), renewed while the property or deposit is held; the years are legal residence, but citizenship needs ten consecutive years of real residence and Arabic, and is discretionary.
  • The ten-year rule and Arabic requirement are from an English translation and a legal commentary on Law 26/1975, not the Official Gazette.
  • Egypt has no ordinary permanent residence these programs lead to; the property and deposit permits are renewed for as long as the asset is held.
  • Dual citizenship: the investor-citizenship route explicitly lets people keep their old nationality; the 1975 law does not ask ordinary naturalisers to renounce either, but I found no official page that says so outright.
  • No official decision time for ordinary naturalisation.
  • How long the decision takes isn’t published; we allow a year.

Residence alone does not automatically make you an Egyptian tax resident; that turns on actually living there 183+ days a year, at which point worldwide income can be taxed.
