Time
Previously several months to over a year for a decision; as of September 2026 the program is suspended for new diaspora applicants pending redesign.
Cost
About $200–500 in application fees, document authentication and police clearances.

Documenting three generations of ancestry outside Africa to the Ministry's satisfaction, and, currently, waiting for the suspended program to reopen.

Language
Must speak and understand an indigenous Ghanaian language (for example Twi, Ewe or Ga); this cannot be waived.
Time away
The whole 12 months right before applying plus 5 years in total during the 7 years before that, holding a valid residence permit on the day of applying. The applicant must also show they have settled into Ghanaian life.
Two passports
Yes. You keep your U.S. citizenship.
  • For people of African descent: the right to live and work in Ghana indefinitely from the grant, so permanence from day one; whether it counts as the residence permit citizenship asks for, and whether new applications are open, are not confirmed.
  • The Immigration Act text read is a copy on hivjustice.net, not the Ghana Immigration Service.
  • Whether Right of Abode counts as the 'residence permit' the Citizenship Act asks for is not settled in any source found.
  • Reports of the 1 February 2026 suspension describe it as covering citizenship applications by the historical diaspora, not clearly Right of Abode; the official pages could not be opened.
  • No official decision-time figure found.
  • How long the decision takes isn’t published; we allow a year.

Right of Abode alone does not make you a Ghanaian tax resident; actually living there 183+ days a year does, on a worldwide basis with treaty relief where applicable.
