What it takes.

Income
At least $3,300 a month, steady and documented.
Time
About 3–7 weeks: a 21-day administrative period, with a decision due within 30 days of a complete filing.
Cost
About $65–110 in application fees (€60–100) plus certified translations.
The hard part
The hard 2-year cap: there is no path from the White Card into longer-term status, so the family must leave or switch routes afterward.

Language
No separate language exam: the civics test is taken in Hungarian.
Civics
A basic civics test, in Hungarian, before an examination board. Over-60s and people schooled in Hungarian are exempt.
Time away
Eight years of continuous residence before applying, counted only from the date you registered a Hungarian address while holding permanent residence status.
Two passports
Yes. You keep your U.S. citizenship.
  • Time on this program does not count toward permanent residence or citizenship; the family would need to switch to one that does.
  • White Card holders may not be granted a national residence card, and their families cannot join them on family reunification.
  • We read Section 23 to mean the 8 years run only from permanent residence (so about 11 years in all on a 3-year national residence card); some guides count all legal residence.
  • HU-GUEST-INVESTOR: that it leads to the national residence card is our reading of the OIF's list of barred permits, which does not name it; the OIF does not state it outright.
  • The Act sets no day-count for absences, and no overall processing time was found (the Minister has three months, extendable by three, to put a file to the President).

No published day-count minimum, but the family must hold a valid Hungarian address (owned or rented for 12+ months) for the whole permit.
Tax
Staying past 183 days makes you a Hungarian tax resident on worldwide income; many holders time stays to avoid this.
