The hard part
Passing the Investor Visa Committee's pre-screening of the source of funds and the investment target itself, especially for the startup route.

    First residence permit

    2 years, renewable for 3 years at a time.

  2. 2029
    Renew the permit

    Filed before the old one lapses; renews for 3 years.

  3. 2032
    Permanent residence

    Five years holding a residence permit, an Italian A2 test (or an accepted certificate), income at least equal to the social allowance (assegno sociale), and suitable housing. Absences under 6 months in a row and 10 months in total over the five years do not break it.

  4. 2037
    Apply for citizenship

    With a language test.

  5. 2040
    Citizenship

    The decision usually takes 24–36 months.

Time away
Residence must be legal, continuous and unbroken, with registration at the town hall (anagrafe) throughout. Any period registered as living abroad, or struck off as untraceable, breaks the clock.
Two passports
Yes. You keep your U.S. citizenship.
  • No minimum stay keeps the permit, but citizenship needs ten years of unbroken registered residence and the long-term permit limits absences, so only years actually lived in Italy count.
  • The 24–36 months is the legal maximum for applications filed after 20 December 2020; I found no official figure for actual average times.
  • Income: the Prefettura page gives a floor of €8,263.61 a year for a single applicant; it is not a field here but applies.
  • Elective-residence renewal length (commonly two years) is Questura practice, not confirmed from an official page today.
  • The flat-tax amount (€200,000 a year, possibly raised for new arrivals by the 2026 budget) was not re-checked; only its 15-year limit matters here.

Investor-visa holders are not automatically Italian tax residents unless they exceed 183 days/year; those who do become resident can typically also elect the flat-tax regime for new residents (see IT-FLATTAX).
