The hard part
The scheme is still open and accepting applications as of September 2026, but the government's own 2024 economic programme flagged 31 December 2026 as its planned end date and no formal decision has since confirmed either an extension or a shutdown; because a decision typically takes 40 days to 2 months, a family wanting a decision before year-end should file no later than October 2026, and should not assume the route will exist for a second application afterward. Permits already granted keep running for their full term regardless.

Time away
Ten years of lawful, continuous residence before applying. The government sets the criteria for what counts as continuous.
Two passports
It depends on the rules at the time and on your home country.
  • The years count, but this permit ends after 4 years, before permanent residence at 5; the family would need to move to another permit to keep going.
  • The law caps the nomad permit at 4 years, one short of the 5 needed for permanent residence, and a new one only comes 6 months after the old one ends. To keep the clock running, switch to another permit before the 4 years are up.
  • The government's criteria for 'continuous' residence for citizenship (how much absence is allowed) were not found.
  • ME-DNV: the current Law on Foreigners (Art. 86) counts any approved temporary residence toward permanent residence and does not exclude nomad years. The earlier program note says nomad years do not count; that could not be traced to the statute, so this file says 'partly'. How the ministry treats it in practice is unconfirmed.
  • No official processing time for citizenship was found.
