The Netherlands gives graduates of a Dutch university, or of a top-200 university anywhere, one non-extendable year to find any job, then a highly skilled migrant permit at a reduced salary threshold; five years of that leads to permanent residence, and naturalisation usually means giving up your old passport.

Who qualifies

Within the last 3 years, a bachelor’s, master’s or PhD from an accredited Dutch institution, or the equivalent from a foreign university in the top 200 of at least two of the QS, THE and ARWU rankings, with a Nuffic evaluation and English at IELTS 6.0 or equivalent.

What it takes.

Time: 1–2 years for a Dutch master’s, a few weeks for the orientation-year permit, then up to a year to find the job.
Cost: Non-EU tuition of roughly €8,000–20,000 a year (about $8,800–22,000), proof of about €1,200 a month living costs for the student permit, and €254 for the orientation-year permit.
The hard part: Exactly one year, no extension, and the job must be with a recognised sponsor at the threshold. Graduates of most non-Dutch universities outside the top-200 list cannot use it at all.

Language: Dutch at A2: the civic integration exam's reading, listening, writing and speaking parts.
Civics: Part of the civic integration exam: Knowledge of Dutch Society, a 45-minute computer test.
Time away: 5 consecutive years living in the Netherlands with a valid residence permit, which must be for a non-temporary purpose when you apply. Spending more than 6 months in a row abroad in a year, or more than 4 months in a row three years running, can cost you your main residence.
Two passports: Usually not: new citizens are asked to give up their other citizenship.

The orientation year is a temporary-purpose permit that does not count toward permanent residence (study years count half), so permanence comes 5 years after moving onto a work permit; for naturalisation the IND asks for 5 unbroken years on valid permits, ending on a non-temporary one.
You must normally give up your other citizenship. Exceptions include being married to or the registered partner of a Dutch citizen, being born in the Kingdom and living there, and cases where giving it up would cause serious financial loss.
The cabinet proposed in September 2025 to raise the naturalisation clock from 5 to 10 years, and plans to raise the language level to B1. Neither is law on the IND's pages as of September 2026.
12 months is the IND's legal decision period; the ceremony comes after it.
