Proving a permanent, not one-off, income stream of $1,000+ and getting apostilled police clearances for every country lived in over the last 5 years.

Time away
Five years of continuous and immediate residence right before applying, under Ley 32421; its regulation will define what continuous means. Meanwhile a resident loses the status, and so the clock, after more than 183 days in a row abroad in any 365 days without authorisation. The new law also asks for lawful income of 10 UIT a year with taxes paid.
Two passports
It depends on the rules at the time and on your home country.
  • The Rentista status has no end date (the foreigner's card is renewed every 4 years), and its years count toward the naturalisation clock: 5 years under the new law once it is in force, 2 under the old one.
  • Ley 32421 (15 August 2025) takes effect only the day after its regulation is published. Migraciones' own summary says so (https://www.gob.pe/institucion/migraciones/noticias/1227835-conoce-los-principales-cambios-en-la-nueva-ley-de-nacionalidad), and its procedure page, last changed 27 January 2026, still states the old 2-year rule of Ley 26574 (https://www.gob.pe/12580-solicitar-la-nacionalidad-peruana-por-naturalizacion). I found no sign the regulation has been published since. Applications filed before it takes effect stay under the old law. The 5 years here is the rule a family starting now should plan for.
  • Dual citizenship under the new law: foreigners seeking to hold Peruvian and another nationality must show lawful income of 10 UIT a year and a clean tax record, and the Interior Ministry grants it. How this applies to ordinary naturalisation awaits the regulation.
  • The new law caps processing at 18 months (extendable by 6), but it is not yet in force, so no decision range is given.
  • How long the decision takes isn’t published; we allow a year.
  • Whether you can keep your current citizenship depends on the rules at the time and your home country.
