    First residence permit

    2 years, renewable for 2 years at a time.

  2. 2029
    Permanent residence

    Two years of temporary residence first (SUACE investors skip this). Apply to change category in the 3 months before the temporary card expires; migration records must show no absence of more than a year during those two years. Permanent residents lose the status after 3 years in a row abroad without justification.

Time away
Three years of permanent residence ('radicación'), counted from the date of the permanent-residence resolution, with a real home in Paraguay and a lawful job, business or profession there. After naturalising, an unjustified absence of more than 3 years, declared by a court, can cost you Paraguayan nationality (Constitution art. 150).
Two passports
It depends on the rules at the time and on your home country.
  • The 2 temporary years lead to permanent residence but do not count toward naturalisation, which needs 3 years from the permanent-residence resolution: about 5 years in all.
  • Dual citizenship: the Constitution (art. 149) admits multiple nationality only by treaty on a reciprocal basis, and art. 150 says naturalised Paraguayans lose it by voluntarily acquiring another nationality. Several sources say naturalising foreigners are not asked to renounce their original nationality; a bill in Congress would recognise dual nationality expressly. No official page settling this was read.
  • The language and history exam is described by lawyers and in Poder Judicial news items, not on the official requirements page.
  • The program file's '183 days a year' presence rule was not found in any official text; the official rule is a real home plus the absence limits above.
  • No official decision-time figure found.
  • How long the decision takes isn’t published; we allow a year.
  • Whether you can keep your current citizenship depends on the rules at the time and your home country.
