Real-estate residency and permanent residency

Permanent residency (no expiry) at the higher tier, with free public-school education, public healthcare, and the right to invest in sectors normally reserved for Qatari citizens; a renewable ordinary residence permit at the lower tier.

Residency and title deed are typically issued within days to a few weeks of property registration, subject to an annual quota on permanent-residency cards (reported around 100 a year).
Cost
The property purchase ($200,000–1,000,000+) plus registration fees of roughly 1–2% of the purchase price.
The hard part
The annual cap on permanent-residency approvals means qualifying financially does not guarantee a card in any given year.

Usually not: new citizens are asked to give up their other citizenship.
  • From about QAR 3.65 million in property the grant is permanent residence from day one; smaller purchases (from about QAR 730,000) give a five-year renewable permit. Neither leads to Qatari citizenship.
  • Law No. 38 of 2005 allows naturalisation after 25 consecutive years of residence, with Arabic, capped at 50 people a year and at the Emir's discretion; shown as no realistic route. The official text on almeezan.qa failed a certificate check today.
  • Dual citizenship: Qatari law does not allow a naturalised citizen to keep another nationality; not re-read from the statute today.
  • The yearly cap on permanent-residence cards (reported at about 100) is not confirmed from an official source.
  • There is no realistic route from residence to citizenship here; permanence is where this road ends.
