EntrePass

A work pass tied to the company, issued for 1 year, then renewed for 12 months and then 24-month increments contingent on local hiring, spending, and revenue milestones. A Dependant’s Pass becomes available for spouse and children once the holder meets a Ministry of Manpower salary threshold.

Who qualifies

  • At least 30% shareholding in a Singapore private limited company registered no more than 6 months before applying (or not yet incorporated), excluding certain sectors such as coffee shops, bars, and massage parlours.

  • Qualify under at least one of: SGD 100,000 (about $74,000) raised from a third-party investor in a single round; backing from a recognised incubator or accelerator; a track record of founding or selling a venture-backed or IP-owning business; registered intellectual property giving a competitive edge; or a research collaboration with a Singapore institute of higher learning.

About SGD 105 to apply and SGD 225 to issue; the SGD 100,000 (if that is the qualifying route) is capital raised, not a fee.
The hard part
Meeting a qualifying criterion with real institutional validation; self-funded founders without venture backing, an incubator, or protectable IP have low approval odds.

Civics
The mandatory Singapore Citizenship Journey for applicants aged 16 to 60: an online module, a community event and a sharing session.
Time away
At least two years as a permanent resident, aged 21 or over. ICA publishes no day count; it weighs length of residence, family ties, economic contribution and integration, and approval is at its discretion.
Two passports
Usually not: new citizens are asked to give up their other citizenship.
  • Time on this program does not count toward permanent residence or citizenship; the family would need to switch to one that does.
  • A work pass, not a clock: permanent residence is a separate, discretionary application with no published minimum stay, and ICA names only Employment Pass and S Pass holders as eligible to apply.
  • Singapore has no residence clock for permanent residence: Employment Pass and S Pass holders may apply at any time, and ICA publishes no minimum stay or scoring, so `permanent` is null.
  • ICA says citizenship applications are processed within 12 months and PR applications within 6; no lower figure published, so no range is given.
  • Applicants aged 21 and over must renounce foreign citizenship after approval in principle.
