2 questions, from the program’s own rules.

Steady monthly income, from any source?

Not legal advice.

2

What it takes.

Income
At least $6,667 a month, steady and documented.
Time
6–12 weeks after documents (employer letters, income evidence) are assembled.
Cost
About $3,000–8,000: the THB 50,000 government fee for the full 10 years, health insurance, and typical agent fees.
The hard part
Proving the foreign employer is large or established enough for the Board of Investment’s revenue test, which has shifted between recent revisions.

Dollar figures are converted from the local currency at the rate the program’s research used; the official figure is in the local currency.

    First residence permit

5 years, renewable for 5 years at a time.

  2. 2032
    Renew the permit

Filed before the old one lapses; renews for 5 years.

Language
Knowledge of Thai as set by ministerial regulation.
Time away
A domicile in Thailand for five consecutive years up to the application, which in practice means five years holding permanent residence. A regular occupation and good conduct are also required, and the Minister decides.
Two passports
It depends on the rules at the time and on your home country.
  • Time on this program does not count toward permanent residence or citizenship; the family would need to switch to one that does.
  • Same as the pensioner LTR: ten years of residence that does not count toward permanent residence.
  • The Nationality Act has no clause requiring applicants to give up their old citizenship, but I found no official statement either way; your home country's rules may still end it.
  • That 'domicile' means five years as a permanent resident is how Thai practice reads section 10(4), not the wording of the Act.
  • No official decision time found; the Minister's approval then needs Royal Assent.
